Adobe Flash was always a PC based technology - it was designed to run on devices that had keyboards and mice - such as your Windows, Mac or Linux computers. For a short period of time an older version of Flash was actually supported on the Android operating system, but it stopped getting updated in 2012 (read: Adobe: An Update on Flash Player and Android).
Technology trends for making interactive websites, streaming video, and making online games has evolved and Flash is no longer widely used for these kinds of things. If you really need to use Flash you can install it on your Windows or Mac computer.
