Glow is an open source, light-weight web browser for the iOS and macOS platforms. Inspired by the Opera Neon browser.
It looks like it was a hobby project for a solo developer student.
Glow Browser was a web browser that ran on Desktop and mobile devices. It was discontinued in 2020.
