What exactly is this measuring?

This measures the entire visual size of your web browser, including your address bar and any toolbars.

Problems with Firefox

Unfortunately, Firefox has developed a bug in regards to detecting these values. The reported values are only accurate when the page is zoomed to 100%; not zoomed in or out.
